Description
This project aims to provide Defra with a comprehensive understanding of the capacity and capability of local government to deliver biodiversity net gain (BNG) and other environment bill responsibilities. The evidence generated can be used to understand the burden of delivery needed to be met, the key relevant local authorities functions that might be engaged along with the broad type of resources required and the training requirements to ensure local planning authorities are able to professionally discharge their duties in respect of BNG. |
Objective
Develop a local planning authority ecologist competency profile for biodiversity net gain.
Develop a local authority capacity framework, identifying the functions, structures and resources required by local authorities to enable them to respond effectively to the Environment Bill requirements.
Assess the current ecological advice delivery models being employed by local government.
Assess the current skills and capacity gaps of all tiers of local government and identify the risks these place on the delivery of the Environment Bill and 25 Year Plan aspirations.
Recommend how these gaps and risks may be addressed, through provision of training and selection of a range of appropriate delivery mechanisms
