Agreement Scale Monitoring of HLS: Resurvey of agreements baselined between 2009-11 - LM0445

Description
The project will involve an evaluation of the environmental effectiveness of HLS, building on a baseline monitoring survey commissioned by Natural England and Defra and undertaken between 2009 and 2012.

The baseline involved assessments of a ‘core’ sample of 180 new (i.e. signed no earlier than the previous calendar year) HLS agreements. These were selected for survey from the population of qualifying agreements using a stratified random approach to ensure that key option groups were adequately sampled.

In 2009, 100 agreements were surveyed that had been sampled to ensure that at least half included arable or grassland options; a significant number contained examples of both.

In 2010, 50 agreements were surveyed that had been sampled on the basis that they included upland options

In 2011, a further 30 agreements were surveyed that were sampled to increase representation of wetland, lowland heath and chalk grassland within the sample, as well as to increase representation of resource protection options.
Objective
• To plan and deliver a resurvey of the HLS agreement monitoring baseline.
• To quantify progress against the desired outcomes of key options within each agreement,
• To explore the environmental effectiveness of HLS at option and agreement level and
• To explore the extent to which the circumstance (e.g. farm type, ownership etc.), commitment and understanding of the agreement holder has influenced the outcome.
• By evaluating the patterns of outcome from across the agreement sample, to provide an overall assessment of the environmental effectiveness of HLS.
