Assessing the impact of advice and support on the environmental outcomes of HLS agreements - LM0432

Description
Experience suggests that the provision of appropriate advice and support to agri-environment agreement holders can improve agreement outcomes, but supporting evidence is largely anecdotal. Consequently, there is an urgent need to assemble more evidence of the impact of advice and support on the achievement of agreement and scheme outcomes, in order to inform delivery of agri-environment schemes under the next Rural Development Programme.

This project will focus on established Higher Level Stewardship (HLS) agreements. It will confirm the extent to which objectives have been met and explore the factors that may have influenced success or failure, particularly the relationship between: achievement of agreement outcomes, quality of agreement delivery by HLS agreement holders, the character of the advice and support agreement holders have received and the understanding and attitude of agreement holders around the intended outcomes and delivery requirements.
Objective
•to assess progress towards the achievement of intended HLS agreement outcomes, including the assessment of feature condition in relation to agreement IOS,
•to assess observed results of management in relation to agreement management prescriptions,
•to gather and analyse information on advice and support provision in order to assess its quality and appropriateness, including information from agreement holders, NE staff and third parties,
•to evaluate the relationship between quality, appropriateness and timing of advice provision and progress towards or achievement of agreement outcomes.
