Payments for ecosystem services (PES) – PES pilot research projects (2012-13):Cranfield University - NE0143

Our overall aim for this study is to develop tools, methods and protocols for designing and implementing a PES scheme in a complex urban setting. This will be achieved via a case study for the river Lea from its source through Luton, to address many of the strategic objectives of Luton Borough Council and the Environment Agency, who will become custodians of the PES scheme developed during the study.
Our objectives in this study would be to:
1. provide facilitated meetings to engage as wide a range of stakeholders as possible
2. identify potential actions which would restore natural capital stocks by addressing the multiple stressors in this sub-catchment
3. determine methods to quantify the benefits accruing, identify institutional barriers, beneficiaries, potential funders of such activities
4. provide a data resource and forum for collaborative management of natural capital and ecosystem services available to all stakeholders
5. develop with all stakeholders an outline PES for Luton
6. in so doing we will set out an initial framework/toolkit for designing payment for multiple ES projects in complex urban areas
