Impacts of energy policy on Biodiversity in the UK (and overseas). - WC1012

Description
Our understanding of the impacts on biodiversity and the natural environment associated with deployments of low carbon energy production technologies and how to measure them is still developing. The general aim of this project is to help move forward that understanding so that government policies and actions are better informed. This project forms part of that evidence base to provide information that will assist with the integration of two policy areas, low carbon energy and biodiversity conservation, to help inform decisions about possible trade offs and further development of tools for scenario testing. Consideration of the findings by policy makers will help reduce pressures on biodiversity, a commitment in Biodiversity 2020.
The overall aim of the project is to undertake a review of the evidence and provide an assessment and suggestions to help in formulation of integrated policies for low carbon energy and biodiversity, including by building into the Department for Energy and Climate Change (DECC) 2050 pathways model an assessment of the impacts on biodiversity under the different scenarios for delivery of greenhouse gas emissions reductions so that others can appreciate the emission reductions as well as the biodiversity impacts of their energy technology deployment choices. The first part will identify and assess potential impacts on biodiversity (both positive and negative), mitigation measures and provide input for the DECC 2050 pathways model. The second part will review and test the UNEP-World Conservation Monitoring Centre (WCMC) proposed framework for assessing indirect land use change (ILUC) associated with the most likely scenarios for UK bio-energy use and assess options for how ILUC can be most effectively considered.
Outputs include there report summarising the review of the ILUC framework, the literature review results of impacts of low energy technologies on biodiversity, details of the method for assessment of impacts on species and habitats that was used to incorporate these into the DECC 2050 pathway model, and if appropriate, incorporation of these spreadsheet based assessments into the model itself. This will help policy makers, industry and others explore options for energy policies to achieve reductions in greenhouse gases and seek opportunities or minimum negative impacts on biodiversity. This will help inform commitments in Biodiversity 2020 to reduce sources of pressure on biodiversity as well as energy policies.
Objective
The overall aim of the project is to undertake a review of the evidence and provide an assessment and suggestions to help in formulation of integrated policies for low carbon energy and biodiversity, including by building into the DECC 2050 Pathways Calculator, an assessment of the impacts on biodiversity under the different scenarios for delivery of emissions cuts. It will identify and assess potential impacts on biodiversity, impact reduction measures and provide input for the DECC 2050 Pathways Calculator. It will produce case studies, and apply and test the WCMC framework for assessing ILUC associated with the most likely scenarios for biomass and bio-energy use by the UK and assess options of how ILUC can be most effectively mitigated.
