Compliance with the Environmental Protection (Restriction of the use of lead shot)(England) Regulations 1999 - WC0730

Description
This project will provide an assessment of the level of compliance with the Environmental Protection (Restriction of the use of lead shot)(England) Regulations 1999 (as amended), and a review of other applicable methods. The results of the project would be used to inform Defra Ministers about whether there was a need for any legislative reforms or policy initiatives to increase compliance with the 1999 Regulations.
Objective
To assess the level of compliance with the 1999 Regulations, by reviewing alternative compliance assessment methodologies that are evidence-based and, by undertaking a random sample survey of game birds from game dealers to assess shot used (for comparison with a RSPB game bird survey in 2001/02). Where possible, alternative methods should be piloted/tested on a small scale to provide an indication of suitability/effectiveness. Compliance assessment methods need to be credible with lead shot stakeholders (both shooting and nature conservation interests).
A previous bid for £20,000 was made in 2002 to the Wildlife and Countryside research budget for lead shot compliance, this bid was successful. The tender was put out to competition twice (it was revised following the first advert following criticism from possible tenderers), however, no contract was let because of time pressures on the team. It has now become evident that £20,000 is wholly insufficient to undertake a suitable level of assessment that is considered credible by ourselves and both the shooting and nature conservation stakeholder communities. A robust and credible project would cost in the order of £125,000. (NOTE: We are examining the feasibility of delivering part of the work using the £20,000 already secured for the current period).
The results of the compliance checks should provide a strong indication of the level of compliance with the 1999 Regulations.
