The economic value of changes in badger populations - SE3116

Description
The aim of the proposed research is to derive values associated with changes in badger populations in specific locations as recommended by the Independent Scientific Group on cattle TB. Such values are needed as part of an economic assessment of bovine TB and alternative policies. Both TB and policies to control TB in cattle may affect badger populations and so some valuation of these effects needs to be included to enable policy makers to fully weigh the costs and benefits of alternative TB control policies. This forms an important part of the Government’s review of TB policy.
Objective
1. To undertake a literature and information review on all aspects affecting badger populations in England and Wales.
2. To identify the important valuation characteristics and contexts associated with the valuation of changes in badger populations in specific locations.
3. To design a valuation method which will elicit appropriate valuations across the range of characteristsics and contexts (identified above), including the locational aspect.
4. To undertake ‘focus groups’ to explore people’s underlying attitudes towards wildlife, badgers, cattle farming and TB.
5. To design and undertake a ‘nationally-sampled’ (England and Wales) stated preference survey from which can be derived valuations of changes in badger populations in specific locations (i.e. as possible results of TB policies).
6. To provide a comprehensive assessment of the validity, reliability and robustness of the valuation estimates derived.
7. To provide appropriate ‘final’ valuations for incorporation into the framework for the economic assessment of TB and alternative policies already being undertaken.
