PSYCHIC - Development of a risk assessment & decision-making tool to control diffuse loads of P & particulates from agric. land - PE0202

Description
There is an urgent need for a pragmatic decision support system that will allow measures to control agricultural loads of particulates and phosphorus to be implemented in a strategic way within priority catchments suffering the effects of diffuse pollution. Such a system would help direct the efforts of local staff in DEFRA, English Nature and the Environment Agency, and would provide an objective basis for allocating grant aid and for applying other levers for bringing about necessary changes in land management to reduce the agricultural contribution to siltation and eutrophication.

The system will provide the foundation for:

(a) protecting sites designated for freshwater wildlife that are at high risk from diffuse agricultural sources, particularly Special Areas of Conservation designated under the EC Habitats Directive;

(b) developing Eutrophication Control Action Plans for priority catchments under the Environment Agency’s Eutrophication Management Strategy;

(c) addressing diffuse sources in a strategic way as required by the EC Water Framework Directive;

(d) to minimise nutrient and sediment pollution from agriculture in the most cost-effective way.

Using current scientific understanding and available information, together with a cost conscious strategic water quality monitoring and sampling programme, this project aims to develop a prototype decision support system to locate specific source areas of particulate and phosphorus loss in two study catchments suffering diffuse pollution, identify practical and cost-effective options to control the loss in these areas and evaluate the nature and scale of any barriers to their uptake. In addition the project seeks to identify the data requirements and costs needed to operate such a decision support system, the scale at which the data is required together with the ease and cost of accessing the data.
Objective
OBJECTIVES

1. To develop and validate a pragmatic, catchment-based decision support system, using current understanding, for:

(a) assessing the spatial distribution of pollution risk associated with particulate and phosphorus delivery from agricultural land to water

(b) estimating phosphorus and particulate loads to receiving waters

(c) developing detailed control scenarios in a consistent and resource-efficient way

(d) estimating the benefits of control scenarios in terms of reduced loads (including an assessment of timelags between the implementation of control measures the realisation of load reductions);

(e) estimating the agronomic costs of implementing these scenarios.

2. To demonstrate the application of the decision support system, and associated data gathering procedures, to the Hampshire Avon and Herefordshire Wye catchments, and to evaluate the nature and scale of barriers to the uptake of identified control measures.
