Publication of outputs arising from Defra CC03 and related programmes - CC0366

Description
The main objective of this proposed project is to add to the knowledge transfer outcomes of the CC03 programme, by addressing the information needs within the UK agricultural industry of climate change impacts and adaptations. This would add value to the outcomes of the recent CC0365 knowledge transfer project in particular, and the whole CC03 programme generally, as well as other DEFRA funded research, by summarizing the material in a ca. 60-80 page booklet. Where appropriate the messages presented would be strengthened by the outcomes of the wider national and international research base. The main report from this project would be prepared in a form suitable for eventual issue as an official DEFRA report, depending on DEFRA’s assessment of the strength of the messages. The structure of the report would be agreed with DEFRA at an early stage in the project, and adapted as required during discussion meetings to be held at intervals during the course of the project, but will include : improved information on the potential effects of climate change on UK agriculture; cost effective recommendations for adaptation for different farming sectors and the required timescale for adaptation strategies; an assessment of what farmers can do to mitigate agriculture's contribution to climate change. The issues are relevant to DEFRA’s policy on climate change and sustainable development, and will build on the issues highlighted in the recent Defra IHPC report (Ref 1) and will update the information in the MAFF (2000) booklet on climate change and agriculture (Ref 2).
The information in the proposed resulting publication will help raise awareness at farm scale, and at sectoral and regional levels, to interactions and vulnerabilities, and the potential for adaptations opportunities and mitigations. It will further contribute to DEFRA's objective of encouraging sustainable development and responding to drivers of environmental change and a better environment and be relevant to the overall strategy being developed by DEFRA's Policy and Corporate Strategy
Objective

The overall objective of this project will be to provide DEFRA with a report to enable the Department to provide farmers and other stakeholders in the agricultural industry with a greater increase in the understanding of climate change impacts and adaptations.
It will summarize, in a format appropriate and accessible for the different sectors of the industry, the outcomes of recent research on climate change and agriculture. This will include not only work funded by DEFRA (and MAFF, previously) but also from wider research and scientific and socio-economic literature sources, including work carried out internationally where there are relevant applications to the UK. In particular it will include:
(1) information on the potential effects of climate change on UK agriculture;
(2) make recommendations on possible cost-effective adaptation for different farming sectors;
(3) review the timescales over which such adaptations should be planned and implemented;
(4) review the possibilities and opportunities for actions that farmers might take to mitigate the causes of climate change, and in particular to mitigate agriculture's contribution to climate change.
The information in this proposed report will help raise awareness to interactions and vulnerabilities, and the potential for adaptive opportunities and mitigations. It will build on the overall messages in relation to the recent IHPC report ‘Impacts of climate change – implications for Defra’ (Ref 1) and will further contribute to DEFRA's objective of encouraging sustainable development and a better environment and be relevant to the overall strategy being developed by DEFRA's Policy and Corporate Strategy.
