Ex Ante Evaluation of the European Maritime and Fisheries Fund Programme SEA Environmental Report - MF0912

Description
An Environmental Report on the draft UK European Maritime and Fisheries Fund (EMFF) Operational Programme is needed to meet the requirements of the Strategic Environmental Assessment (SEA) Directive (2001/42/EC). This Directive came into force in the UK through the Environmental Assessment of Plans and Programmes Regulations 2004. It requires an environmental assessment of certain plans and programmes which are likely to have significant effects on the environment. The draft UK Operational Programme has been prepared in relation to fisheries (one of the categories of plans or programmes that are listed within the Directive). Given this, and that the projects financed by the EMFF could give rise to significant effects on the environment, it was considered appropriate to undertake a Strategic Environmental Assessment of the UK EMFF Operational Programme and prepare an Environmental Report documenting the process.
Objective
To assess the environmental performance of the draft UK EMFF Operational Programme against 10 SEA objectives by assessing each of the Articles proposed for inclusion within the draft Operational Programme against the SEA objectives. In doing so, to identify the potential environmental effects of the draft Operational Programme and propose mitigation and monitoring measures.
