Review of Defra’s RDPE Natural England Future Funding Model, RDPE EU budget model and CAP finance models - SD0512

Description
o The purpose of the review is to assess and provide recommendations of the four models used within Defra and its Network for the CAP policy area. The detailed report provides a description of the main use and strategic purpose of the models, data sources and the structure of the models (validation and verification). Building on this review and the detailed comments on the models set out and some high-level suggestions are offered for best practice in future modelling.
o The report reviews arrangements for version control, quality assurance and other aspects of governance and for documentation, guidance and training. This is followed by a discussion of the impact of the models on policy making and the use of sensitivity analysis to test the robustness of the models and to inform policy choice in the face of uncertainty. The report concludes with a discussion of possible interactions between the models and a review of key risks.
Objective
o Undertaking review of RDPE Future Funding Model, Exchange Rate Tool (RDPE EU Budget Model) and CAP Finance Pillar 1 and Pillar 2 Models, in respect of their structure, governance, documentation and impact;
o providing short factual report stating the approach taken, findings and recommendations; and
o presenting findings to DEFRA staff
