Assessing affordability of measures to meet WFD requirements in England and Wales - WT1520

Description
This project will guide the Environment Agency, Defra [, Welsh Assembly Government] and Ministers in assessing whether measures to improve water quality are affordable. Affordability will be considered for each of the sectors and groups which may have to bear the costs of measures, at national level and at the level[s] of [water body, catchment and] river basin district.
Objective
The output of the project will be a report which:
• provides guidance on the meaning of affordability in relation to disproportionate cost,
• recommends and defines criteria that should be used in assessing affordability,
• provides quantified measures that could be used to assess ability to pay for each sector and affected group at national level [and at river basin district level],
• provides guidance on any additional data and information that should be collected and reported at each stage of the river basin management planning process nationally [and at water body, catchment and river basin district levels] to inform subsequent assessment of the affordability of measures.
