Baseline evaluation of EU Food Information to Consumers - FA0132

Description
This project will provide a baseline for evaluating the impacts of the new FIC in England and will be linked to the work of the devolved administrations. It will focus on gathering evidence around the predicted social, economic and environmental impacts to provide clear baseline evidence on the benefits and drawbacks of the new FIC for consumers and businesses. A second phase of this main project to assess the implementation of EU FIC will be commissioned after/just before Dec 2014. It This project will also incorporate a sub-project to provide a full two-phase evaluation (i.e. before and after) of the impacts from changes to minced meat labelling as a standalone case study .

The evidence will be used to inform policy makers, the UK industry and consumer groups about what labelling information is most important for consumers.
Objective
To secure eEvidence to understand better the impacts of a change in the information requirements stemming from new ‘EU Regulation 1169/2011 on the provision of food information to consumers’ (EU FIC) are, and particularly the role for the marketing of food on:
a. consumer understanding and purchasing behaviour following the implementation of this EU regulation
b. Tthe businesses involved in rolling out the new labelling , both those that only operate in the UK and those that trade cross borders
Particular attention is to be paid to the role for the marketing of food.
