Scoping study to develop understanding of a natural capital asset check - NE0128

In June 2011, the Government published its Natural Environment White Paper – the first White Paper on the natural environment in England for 20 years. The White Paper was a key response to the UK National Ecosystem Assessment (NEA) published earlier in June 2011 which was the first independent assessment of the state and trends in UK’s ecosystems and the benefits provided to society and the economy. The NEA provides a substantial evidence base of the services which nature provides how these have changed over the past, the prospects for the future and the value of these to society. One of the White Paper commitments is to the extension of the NEA which is now in the process of being commissioned . This includes as part of its terms of reference carrying out analysis into ecosystem stocks to assist in the development of a natural capital asset check so this scoping research will form the basis for later work in the NEA follow on.
The aims of this scoping study are to develop understanding in both a theoretical and practical context of a natural capital asset check, building on preliminary thinking in this area. It should be seen as part of a long term programme of work on natural capital and developments in wealth accounting and contribute to the wider work of the Natural Capital Committee once it is established. It should also be seen as complementary to broader work on accounting for environmental impacts in policy appraisal which is encouraging practical use of environmental valuation.
