Evaluation Of Effectiveness And Cost Efficiency Of Air Quality Policies 2001 -2010 - NE0118

This contract is to carry out a study on the effect and effectiveness of different policies on Air Quality in the UK in the last decade. The central objective of this project is to assess the real word outcomes (ex-post) of a range of air quality policies and compare them to the expected outcomes (ex ante). The comparison between the ex-ante and ex-post impacts are expected to provide a range of incites including:
• The gap between the expected and actual impacts
• Design of policies which are most likely to succeed
• Any systematic gaps between the two

The scope of this research is on Air pollutants. The definition includes primarily particulate matter, oxides of nitrogen, sulphur oxides and ammonia and excludes policies targeting greenhouse gases such as CO2. Defra expects the examples covered to be taken from a range of policies covering road transport, industrial and domestic sources.

All examples used to evaluate the impact of air quality policy should have been undertaken in the period 2001-2010. Where appropriate these policies should also be forecast for a relevant period. For example if a technology is seen to have a high installation cost and low running costs it would not be appropriate to only compare the observed outcomes. In such circumstances it is likely to be appropriate to compare the costs and benefits over the lifetime of the policy, project or programme.
