Planning Policy & Biodiversity Offsets - WC0791

Description
This is envisaged as a joint project or series of projects with Economics Division and CLG to provide the evidence needed to underpin the development of Biodiversity offsets policy. It will include a survey of the implementation of current policy at a local level which will primarily be data collection. A more detailed analysis of the design options for offsetting instruments, associated incentive structures and the resulting private and social costs and benefits of alternative offset options will also be necessary.
Objective
To assist development of biodiversity offsets policy by establishing the evidence base for policy intervention including surveying local authorities to establish the effectiveness of PPS9 and working with these authorities to gather evidence on the practicalities of offsetting, including the use of Section 106 agreements.
