Local Record Centre Fund for innovation in local biodiversity recording - WC0770

1.1 The Department for Environment, Food and Rural Affairs (DEFRA) has appointed Natural England (NE) to administer the Defra Fund for Local Biodiversity Recording (the Fund). The overall aim of the Fund is to develop the national network of local biological recording, increasing the geographic scope, quantity and quality of biological information available to the general public and key public sector users through the National Biodiversity Network (NBN) Gateway.

1.2 This will be achieved in this phase through the implementation of a series of regional review and implementation projects, national demonstration projects and a capital investment fund as set out in the Natural England proposal in Annex A.

1.3 One of the Fund’s aims is to secure cost savings in the operation of the LRC network and put LRC’s on a more sustainable footing in the future. Natural England will engage other funding bodies in the management of the Fund and ensure that the success of the Fund is reviewed during the last six months of operation.
The overall project objectives are:
1.1 To enable efficient and sustainable management of the network of Local Record Centres (LRCs). This would be achieved within each Government Office region, by:
• Mapping existing funding mechanisms and management structures and identifying options for addressing gaps and opportunities.
• Identifying actions to secure sustainable funding and efficient management and to address gaps in coverage or consistency.
• Implementing high priority actions to further objective 1.1.
1.2 To increase uptake of consistent data collection and management standards
1.3 To increase the geographic and taxonomic coverage of local biodiversity recording and to make biological records widely and freely available via the National Biodiversity Network (NBN) Gateway. A specific objective of phase 2 is to achieve full geographic coverage of biodiversity recording in England.
The following performance measures will be used to assess the outcomes of the Fund:
1.4 Financial contribution from external sources.
1.5 Improvements in the quantity and quality of data available through the National Biodiversity Network.
1.6 Time savings for data suppliers
1.7 Time savings for data users
1.8 Increased use of data by local decision making (integration into decision making)
1.9 Increase in geographic coverage in England
1.10 Increase in taxonomic coverage of data
