A Review of the Biodiversity, People and Landscapes Science and Evidence Programme - WC0752

Description
The Wildlife and Countryside R&D and non R&D programmes aim to support the evidence requirements of three Defra policy divisions namely (1) European Wildlife Division, (2) Global Wildlife Division, and (3) Sponsorship, Landscape, and Recreation.
The purpose of this review is to assess the effectiveness of the research projects commissioned through the programme over the study period in terms of the extent to which they have proved useful to the Department in the formulation, monitoring and execution of policy, and make recommendations on the future composition and management of the programme.
Objective
The Wildlife and Countryside R&D and non R&D programmes aim to support the evidence requirements of three policy divisions namely (1) European Wildlife Division, (2) Global Wildlife Division, and (3) Sponsorship, Landscape, and Recreation.
The Wildlife and Countryside (W&C) research programme was last reviewed in 1995 when Pieda plc was commissioned by the DoE to undertake an evaluation of research commissioned by the Wildlife and Countryside Directorate from 1988 until 1994. The Science Handbook recommends that research programmes are reviewed at least every five years. Therefore a review of the W&C research programme should be undertaken as soon as possible.
The purpose of this review is to assess the effectiveness of the research projects commissioned through the research programme over the study period in terms of the extent to which they have proved useful to the Department in the formulation, monitoring and execution of policy, and make recommendations on the future composition and management of the programme.
The objectives of the project are:
o To assess progress made towards meeting the objectives of the research programme and the needs of customer policy divisions, and the efficiency of doing so in terms of time, cost and research outputs.
o To assess the impact of research on the policy functions of the three policy divisions and the Department.
o To assess the quality of the research in relation to its purpose.
o To assess the suitability of the programme for achieving its goals and the relevance of the programme to current policy needs and future policy concerns.
o To identify any gaps or duplication in research coverage in relation to the responsibilities of Department, Agencies and NDPBs and to evaluate the efficacy of existing co-ordination arrangements for identifying such gaps and duplication.
o To identify constraints which that have slowed, or are likely to slow the achievement of efficient and effective implementation of research results.
To make recommendations on the future direction and content of the programme, management of the programme and mechanisms for co-ordination.
