INVESTIGATION INTO ARTIFICIAL LIGTH NUISANCE COMPLAINTS AND ASSOCIATED GUIDANCE - NO0222

Description
Gain a better understanding of complaints associated with exempt establishments.
Determine if there is a case made out that the some or all of the exemptions are not justified.
Identify examples of good practice (both in design and mitigation terms) and provide examples of the same.
Comment of the relative effectiveness of otherwise of "a voluntary code".
Objective
1. To determine the levels of complaints arising from the identified premises which are exempt under the CNEA;
2) To investigate the extent, type and nature of the complaints;
3) To assess the merits (or lack thereof) of the complaints and to consider whether some or all of the identified exemptions are justified;
4) To identify examples of good practice and develop a Good Practice Guide for industry to use and comment on the relative effectiveness of a voluntary code;
5) To comment on the relative effectiveness or otherwise of such a voluntary code.
