MoU: collaborative research programme on economic analysis for river basin management under WFD - WT03039

Description
Required in order to develop methodology for River Basin Management Planning under the WFD. MS are required to develop Programmes of Measures under article 11 of the Water Framework Directive for each River basin district. These have to include measures to control both point and diffuse sources and can be specific to that water body or generic. The work is being undertaken to support WD in developing guidance for RBMPs and on determining a consistent, robust and even-handed approach to Programme of Measures. Other WD needs are also supported, such as providing information to support the update of the WFD RIA promised in the Ministerial Statement and any information needed to support further RIAs, for example on the Classification Regulations. Failure to proceed with this project will set back the UK's timetable and risk failure to develop RBMPs which, from a UK plc standpoint, will be cost and policy effective.
