Article 5 comparison project - WT0710WFD

Description
The Water Framework Directive (2000/60/EC) establishes the legislative framework to protect and enhance the quality of surface and groundwaters within the European Union, with the aim of achieving good ecological and chemical status by 2015. With the ambitious objectives and strict deadlines, implementation of the WFD poses significant challenges to both the Member States of the European Union and the European Commission.

In accordance with Article 5 of the Directive, Member States are required to carry out a characterisation exercise of each river basin district to establish the risk of waterbodies failing to achieve the 2015 objectives of ‘good status’. As part of this exercise, Member States are required to undertake an analysis of characteristics, a review of human activity on the status of surface waters and groundwaters and an economic analysis of water use. The deadline for completion of this review was December 2004 and Member States were required to submit a report summarising the analyses undertaken by March 2005.
Of the 25 Member States, 21 have submitted Article 5 reports. An initial assessment of the reports is underway and already these documents are proving to be a valuable source of information.
Objective
This project will specifically provide comparisons between the UK and other Member States in relation to:
· Reportable Article 5 statistics, including – numbers of water bodies, percentage and sizes of water bodies, water bodies at risk/ not at risk of achieving the Directives’ objective;
· Water body identification approaches including small water bodies;
· Risk assessment approaches, such as the use of impact data against risk assessments and how the scale of water bodies affects outputs and;
· Reporting approaches, such as the detail and type of statistics reported and the availability of external data to stakeholders of the MSs.
These objectives will be achieved through a broad evaluation of the publicly available Article 5 reports, supporting material and related publications. The reports have been submitted in 10 languages. To facilitate the review, a representative sample of countries, covering a range of economic/institutional structures and geographical regions of the EU, will be used. The review will be undertaken for the following 13 countries (covering 7 languages):
· UK;
· Germany;
· Netherlands,
· Belgium (Flanders and Wallonia);
· France;
· Luxembourg;
· Denmark;
· Sweden;
· Poland;
· Lithuania;
· Latvia;
· Ireland; and,
· Cyprus.
