Cross Regional Research Programme: Adaptation responses to climate change for new development in growth areas - GA01073

The overall aim of this study is to identify:
“What practical climate change adaptation measures can be taken by those involved in delivering the Sustainable Communities Plan Growth Area agenda, at the development project scale?”

Significant levels of new development are planned for the Government’s Growth Areas (such as Thames Gateway, London-Stansted-Cambridge-Peterborough, Ashford and Milton Keynes-South Midlands) by the 2020s. This development is taking place in the context of a changing climate. These climate changes are likely to create a number of impacts or implications for the built environment and spatial development, for example, warmer temperatures will affect the thermal comfort in buildings, whilst wetter winters may lead to increased risks of flooding. Therefore it is essential that new development is planned in such a way that it responds and adapts to these pressures.

The study recognises the wider policy and spatial planning context for the development of the Growth Areas by considering adaptation to climate change as one element of sustainable development.
Adapting new development to climate change requires delivery and coordination through a wide range of organisations at a wide range of scales, from broad scale regional planning of development locations and infrastructure to specific building design. The project is focusing on the ‘lower level’ scales of master-planning and building and infrastructure design, and the range of delivery mechanisms required to deliver ‘climate proofed’ development at these scales. The study will also show how to build on the array of sectoral polices at the regional level, and will develop guidance for regional, sub-regional and local level decision-making. Lessons relevant beyond the Growth Areas will also be drawn out.

The research is taking place in six stages:

· Stage 1: Initial dialogue/literature review
· Stage 2: Three pilot studies to test adaptation options and explore costs of measures
· Stage 3: Information on costs
· Stage 4: Developing guidance
· Stages 5 & 6: Dissemination & reporting
