Description
The first year of trading under the UK ETS ended at the start of April 2003. In October 2002, Defra completed a six-month review of the scheme, which assessed the performance of the auction and trading as of that date. The purpose of the current oriject is to assess the scheme's first full year of operation, evaluating it against three primary goals - namely, to achieve cost-effective reductions of greenhouse gases, to give business direct practical experience with emissions trading, and to provide a stimulus for the City of London to become a global centre in emissions trading. The review will also consider the future prospects for the UK ETS, in light of the most recent developments concerning the implementation of the EU ETS for CO2 emissions. |
