TO ESTIMATE HOW MANY TONNES OF CO2 (E) WOULD BE ADDED THE UK'S INVENTORY ACCORDING TO VARIOUS METHODS OF ALLOCATING INTERNATIONAL AVIATION EMISSIONS.

TO ASSESS THE POLICY IMPLICATIONS AND PRACTICABILITY OF THE DIFFERNT ALLOCATION METHODS.

TO PRODUCE A COST ASSESSMENT OF POLICY MEASURES FOR THE CONTROL OF INTERNATIONAL AVIATION EMISSIONS.
