Assessment of the need for assistance in preparing farm diversification planning applications and the means of providing it, including Defra - RE0119

Description
Reflecting the Government`s strong support for farm diversification, this study is concerned with the giving of planning advice to farmers intending to pursue viable farm diversification projects under the Rural Enterprise Scheme. Specifically it will examine (a) the need for planning advice to farmers intending to diversify; (b) the success of the Government`s Planning Consultancy Advice scheme (PCA) launched in September 2001 in meeting the identified need; and (c)the success of other complementary measures and approaches aimed at assisting farmers in making successful planning applications for farm diversification. The results of the research should inform the future of the PCA, identifying whether the PCA is the best and most cost-effective method of meeting any identified planning need on the part of farmers, or whether these needs could be delivered in a more cost-effective way either through a revision of the PCA or through alternative approaches.
Objective
1. To identify the need for planning advice to farmers to assist farm diversification
2. To identify the success of the Government’s Planning Consultancy Advice scheme (PCA) launched in September2001 in meeting the identified need
3. To identify the success of other measures and approaches aimed at assisting farmers in making successful planning applications for farm diversification
4. To identify the most cost effective approach in assisting farmers to make successful planning applications for farm diversification, based on the findings of the research.
