Provision of Guidance & Advice to LAs on Dispersion Modelling for LA Quality Management and Stack Height Calculation for Part B Processes

The main objective of this contract is to provide a telephone helpline which will offer sound impartial advice to advice to local authorities on:

a) The selection and use of dispersion models as a tool for the review and assessment of air quality within their areas.

b) The dispersion of industrial emissions and calculations for stack heights of part B processes which require authorisation under the local air pollution control system. The nature of advice has changed over the period of the current contract; there are perhaps fewer requests now but their complexity has increased. Therefore, the advice service is to be provided free of charge to the local authorities.

Part IV of the Environment Act 1995 places a statutory duty on local authorities across the United Kingdom to periodically review and assess the air quality within their administrative areas.

In order that they may carry out these duties in a consistent, timely and cost-effective manner appropriate tools and technical guidance are required to be provided. This contract provides for the provision of impartial advice in the choice and application of dispersion modelling methods for the assessment of a wider-range of emission sources, whilst additionally providing technical advice on their use and issues surrounding model verification.

Where necessary, tools for the assessment of specific emission sources (such as small boilers) are required to be provided to local authorities. Additional expert opinion and input is expected to be provided in respect of Government Guidance to be provided to local authorities.`
