Assessing the Scale and Effectiveness of European Regional Development Fund and European Social Fund: A focus on environmental and rural objectives - BE0168

To review the the delivery of environmental and rural objectives by the European Regional Development Fund (ERDF) and European Social Fund (ESF) from 2007. Lessons learnt will be used to inform the development of the UK Shared Prosperity Fund (UKSPF).
The objectives of the study are to:
(i) undertake an evaluation of the quantum of spend from the European Regional Development Fund (ERDF) and the European Social Fund (ESF) in England, and its effectiveness in (a) their application within rural areas and (b) contributing towards government’s environmental objectives, for the Programme periods 2000 – 2006, 2007 – 2013 and 2014 - 2020;
(ii) identify and analyse the lessons that can be drawn from England’s ERDF and ESF Programmes from 2000 onwards relevant to the delivery of government’s rural and environmental priorities; and
(iii) draw on the evaluation at part (i), the analysis at part (ii) and, relevant studies / data, including from other countries to suggest how future development funds can effectively deliver improved rural economic and social benefits and, better environmental outcomes in the future.
