Evaluation of the Countryside Stewardship baseline agreement scale monitoring - LM04103

To evaluate the effectiveness of agri-environment schemes (AES) in achieving environmental outcomes, a robust baseline is required from which change can be assessed through subsequent resurvey. In 2017 Natural England commissioned a project to undertake agreement scale monitoring of Countryside Stewardship (CS), providing an assessment of agreement quality and a baseline assessment of habitats and features under new agreements which started in the first two years of CS (LM0458). Specifically, the CS baseline assessment sought to address the following questions at the option and agreement level, enabling an overall assessment of the potential effectiveness of agreements;
• Have management options been appropriately selected and located?
• Do agreements have the potential to meet their individual objectives?
• Have the prescriptions and indicators of success (where appropriate) been tailored appropriately for the site?
• Have any major opportunities been missed?
• How well have management options been implemented by farmers?
The objectives of this project are to:
1) Evaluate how CS baseline monitoring fits within the context of broader AES, species and environmental monitoring?
2) Evaluate CS baseline methods
3) Evaluate the overarching design of CS Baseline monitoring
4) Evaluate the appropriateness of the data collection, data format and data storage
5) Future improvements for CS monitoring and identify improvements which can be used to inform future Environmental Land Management (ELM) baseline monitoring design and delivery.
