Financial Costs of Current and Future Landfill Operations - WR1922

Description
This project will estimate the overall costs of landfill operation and the costs associated with all the separate elements of running a landfill in England. The costs will cover the whole life cycle of landfills from site preparation to permit surrender. The costs will be a format that can readily feed into the Cost Benefit Assessments required to support consultations and policy decision-making.
It will also assess the current landfill capacity in England and predict the range of potential changes in the landfill capacity needed based on the changed waste types and quantities that would arise from the R&W Strategy proposals. It will include an understanding of any financial constraints on the market providing the required landfill capacity.
The scope of the project will include both landfills for hazardous and non-hazardous waste.
Objective
The project would aim to:
• Identify the overall costs, and the costs of individual elements of landfilling, in order to inform policy decision-making
• Identify the current landfill capacity; predict the future capacity needed under the R&W Strategy proposals and identify the financial issues associated with providing that capacity
