Quick scoping review of the evidence on the economic, social and environmental impact of the over 10 m fishing fleet in England - MF1241

Purpose

This project will assess and critically appraise existing literature and data, and develop a clear picture of the evidence on the economic, social and environmental impact of the over 10 metre fleet in England. We aim to identify the key evidence gaps that would need primary evidence developed in order to present a full picture of the impacts of the over 10 m fleet. By pooling together the evidence gathered here with that from a similar project gathering evidence on the impacts of the under 10 m fleet, this strategic review will provide Defra with an initial understanding of the strengths and weaknesses of evidence on the social, economic and environmental impacts of the under- and over 10 m fleets. We will provide recommendations on how this evidence can be used in policy making along with an action plan on where further evidence could be developed.

Relevance to policy objectives

In 2013, four fifths of the UK fleet was made up of vessels of 10 m and under in length yet these vessels only landed 7% (45,000 tonnes) of the total landings compared to 579,000 tonnes landed by the over 10 m vessels. As a result, many under 10 m skippers (and NGOs) are asking for an increase in the percentage of quota given to them based on the assertion that they have a greater economic and social impacts and lower environmental impact than the over 10m fleet. At present evidence which allows for a comparison of the economic, environmental and social impacts of the two fleets is scattered, has not been critically appraised or is non-existent.

Key questions addressed

Focusing on the over 10 m fleet, this project will address the following questions:

• What evidence currently exists on the economic, social and environmental impacts of the over 10 m fleets?
• Is this evidence robust and how can it be used in policy decisions?
• What further analysis can be undertaken with existing data/information to improve the evidence base on the social, economic and environmental impacts of the over 10 m fleets?

Benefits

Outputs from this project will

• Help policy makers understand the key evidence gaps in assessing the impacts of the fleets, how these gaps could be filled and support them decide which are the most cost effective routes to fill them.
• Enable policy makers establish whether the marginal social, environmental and economic impact of moving quota from one fleet to the other could be undertaken and possible scenarios (e.g. based on levels of impacts) that could be used.
• Enable Defra and MMO to maximise sustainable fishing opportunities whilst ensuring that quota is actively managed for the benefit of the fleet as a whole.
