Description
This is a scoping study for research on littering from vehicles. It explores the feasibility of research into the subject, including the effectiveness of enforcement methods.
This report looks at the feasibility of conducting research into littering from vehicles, including the approach required to gain a robust scientific evidence base on: • the current scale of the problem of littering from vehicles as perceived by local authorities, • the extent and degree of success in different approaches to enforcement across local authorities. • views of local authorities not using the Penalty Charge Notice approach.

Objective
To assess the most cost-effective and proportionate means to gather evidence about local authority enforcement action against littering from vehicles, including current barriers to effective enforcement, and to inform how future research should be undertaken. |
