Future Proofing Plant Health - PH0469

Description
Protecting Plant Health is one of Defra’s Top 4 priorities, reflecting the increased risks from non-native pests (including pathogens) of trees (e.g. ash dieback, oak processionary moth, several Phytophthora species and pine pests, Asian longhorn beetle) and emerging pests of crop plants.The UK Plant Health Service and its public and stakeholder customers need to proof themselves against future challenges whilst also meeting existing ones, i.e. improving plant biosecurity by addressing the recommendations, knowledge gaps and improved ways of working identified by the Expert Task Force on Tree Heath and Plant Biosecurity (TH&PB). This requires targeted research to address consensually-agreed policy needs that: puts outcomes for customers at its heart; identifies, uses, links and develops critical expertise and disciplines; develops, adapts and applies new tools and technologies; and ensures effective knowledge exchange across the policy, science and practitioner interface to realise impacts. Future Proofing Plant Health will significantly contribute to these objectives through a 5-year programme delivered in partnership between the Defra Network and wider expertise in the UK and beyond. It is part of Defra’s new Plant Health Research Commissioning Strategy (2014) and an important component of its research portfolio that includes: the Tree Health and Plant Biosecurity Initiative; other competitively-let research; and transnational research projects. It also applies Defra’s Evidence Investment Strategy’s aims (2014) to: operate better as ONE Business; integrate evidence with policy and operations; apply systems thinking
Objective
(1) To provide responsive and interdisciplinary evidence supporting the Tree Health Management Plan (2014) and the Plant Health Risk Register (pests, pathways, commodities, hosts) that underpin risk assessment, risk management, contingency planning and preparedness and delivers an improved EU Plant Health Regime.
(2) To deliver interdisciplinary evidence within a ‘cost-benefit’ and ‘systems’ framework that improves our longer-term ability to prevent new pests arriving, detect them earlier and respond effectively to manage impacts.
(3) To maintain and develop capability and capacity to deliver current and future policy and evidence needs, e.g. the GO-Science Animal and Plant Health Capability Assessment and earlier Defra TH&PB Capability Analysis (TH0115). The work combines expertise across the Defra Network with that from external providers and strategically uses studentships.
(4) To improve alignment between Defra and Forestry Commission Plant Biosecurity research commissioned with the Defra Network (e.g. improving coordination, integration, impact and value for money) as well as with Devolved Administrations. This contributes to the recommendation from The Independent Panel on Forestry (2012) for Government to speed up delivery and funding to Tree Health and Plant Biosecurity research, including woodland pests, resilience and biosecurity.
