Evidence on impacts of new authorisations on [water] abstractors - WT1503

Description
This project is designed to gain an understanding of the commercial risks to abstractors from the proposed policy, as well as broader impacts of the policy in terms of costs and benefits. We do not currently have access to this type of operational or economic information. This evidence will inform an impact assessment and we envisage the project to be approached in two stages to support this.

The first stage should establish a baseline by assessing existing evidence and attempt to identify the number of exempt abstractors, the scale of their abstractions and associated costs and benefits.

• The second stage should consider the impact of restricting and refusing future licenses, including indentifying mitigation options and their associated costs (and benefits) to gain an understanding of the commercial risks to abstractors from the proposed policy, as well as broader impacts of the policy in terms of costs and benefits.
