Evidence review to inform the redesign of the Rural Development Programme for England: Socio-Economic (Axes 1 and 3) post 2013 - RE0258

The study is an initial attempt to evaluate the overall performance of Axes 1 and 3 of the Rural Development Programme for England (RDPE, 2007-2013) in order to inform development of the 2014-20 Programme. One of the main tasks for the study was to develop a methodology for assessing and valuing the range of outputs recorded on the RDPE Online Database in order to estimate the return on investment of Axes 1 and 3. An emerging method (Social Return on Investment) has been applied to provide a holistic appreciation and quantification of the socio-economic and environmental outcomes of multi-faceted funding programmes. The methodology is experimental and based on four case study regions. Following this study, Defra has commissioned a new nationally representative survey of RDPE beneficiaries, which will develop this method further and provide a robust assessment of the economic impacts of Axes 1 and 3.
