Evidence review to inform the redesign of the Leader approach, post 2013 - RE0254

The Defra Rural Communities Policy Unit (RCPU) are now leading a review to consider how the Leader approach can be used to meet relevant objectives of the 2014-2020 programme. This will involve a review evidence of;
• The successes of Leader in delivering existing measures in order to demonstrate value for money and strengthen the business case.
• The range of economic, social and environmental benefits of Leader.
• Where processes for delivery could be improved.
• What type of RDP measures the Leader approach is best suited to deliver.

Initial in-house activity has identified that Defra lack a cohesive and robust evidence base on the effectiveness of the Leader approach and how it can be improved.
The research project has four main objectives;
• Provide updated evidence to improve the business case for the Leader approach.
• Make recommendations to further improve programme delivery. For example, identify optimum operational conditions for LAGs e.g. in terms of levels of budget to use and type of support required from Defra.
• Map out the types of projects Leader has been used to delivery under the current programme and what evidence exists on where it has been most effective. This will be used to consider which of the 6 EU draft objectives in the 2014-20 programme Leader is best suited to deliver.
• Share learning from Leader’s bottom-up approach to inform development of Community Lead Local Development with other CAP Funds.

As part of this project, the Rural Evidence Research Centre (RERC) at Birkbeck College, carried out additional analysis to compare a range of socio-economic characteristics between the 39 English Local Economic Partnerships (LEPS) and the 64 English Leader Advisory Group Areas (LAGs). This provided the four outputs listed below. The statistics presented here were produced by RERC and do not constitute official Government statistics.
