The campaign for the farmed environment: Evaluation of partnership, local, and wider impacts - DO0123

Description
The Campaign for the Farmed Environment (CFE) is an innovative partnership project between Defra and the farming industry to develop the protection of the farmed environment on a voluntary basis. This research project aims to investigate the way in which the CFE has operated, its successes and areas that need to be addressed. As an innovative project it is necessary to assess not just the differences that is has made in the fields but also in the mutual understanding and capacity to work together that it is has fostered and developed, as well as lessons that could be taken into its future operation.

In order to do this the CCRI will work alongside the partners in the CfE to gather information of their experiences of the Campaign, through semi-structured interviews and discussion groups. In parallel to this it will invite those who have participated in the campaign to take part in an on-line questionnaire so that their anonymous and candid opinions can be analysed. The Campaign has attracted considerable media attention, which has influenced who has decided to take part and also broader understanding of the Campaign within the farming industry. In order to understand how this may have influenced the development of the Campaign, the CCRI will conducted a systematic analysis of the media coverage to understand the themes and arguments used, linking this back to the interviews and questionnaires. Defra has already made investments into research into the success of the CFE and this project will utilise the information already collected to develop an integrated overview.

This project will report to the initial findings to Defra and partner organisations in June 2012, with the final report being submitted at the end of August 2012.
Objective
The overall aim is to design an innovative approach to evaluating the effectiveness and operation of the Campaign for the Farmed Environment partnership. There are four main objectives:

1: Exploring the views of project partners on operation and effectiveness of the Campaign, and the reasons for both participation and non-participation;
2: Understanding wider behavioural and attitudinal change resulting from the CfE;
3: Analyse and evaluate data collected at a local level to provide an aggregate view of the impacts of the CfE and draw together the lessons learned by different organisations;
4: Undertake an evaluation of the voluntary partnership approach.
