State of the rural community transport sector report for England - RE0243

The 2010 State of the Sector report published by the Community Transport Association (CTA) contains a great deal of information on the sector as a whole but there is a sector wide lack of evidence at a rural level. This research project aims to extend the 2010 report to identify the nature and extent of community transport in rural areas, and identify the Big Society response to developing innovative solutions to the challenges presented to transport provision in rural areas by the current and future economic climate.
This project is an evidence gathering exercise specific to community transport provision in rural areas. It will be undertaken as part of the wider evidence gathering process for the CTA State of the Sector report. Greater representation of the non-dedicated CTOs (groups providing transport as a secondary function) in the sector will also be a primary aim.
For the purposes of this report, ‘rural areas’ will be taken to be the areas covered by the 103 local authorities deemed to be predominantly rural in England according to Defra’s rural classification.
The project will aim to:
1. Identify the extent of the rural community transport sector;
2. Illustrate the benefits that the sector can provide for rural communities;
3. Identify key challenges faced by rural CTOs and illustrate successful solutions that have been implemented;
4. Identify baseline data on the scope of the entire community transport sector, including organisations whose main purpose is not transport but who, nevertheless, run community based transport.
5. Investigate and provide interim findings on the availability of additional sources of CTO contacts data, e.g. VOSA licensing data.
6. Investigate and provide interim findings on the potential to use geo-markers from CTO data to enable a potential additional study into Community Transport provision in the English Uplands.
