Developing an Evaluation Framework to Assess the Impact on Farm Performance in England of Measures included within the Sustainable Farming & Food Strategy - DO107

Description
The Sustainable Farming and Fod Strategy (SFFS) was published in 2002 to crystalise the Govenment's response to the Policy Commission on the Future of Farming and Food chaired by Sir Don Curry. The SFFS highlighted the challenges across the economic, environmental and social dimensions of sustainability and highlighted principles and areas of action to deliver against a set of qualitative strategic outcomes.

Defra now wishes to understand better the contribution of SFFS to improving the economic performance of farming in England. The purpose of this assignment is to pave the way for a full evaluation of the economic contribution of the SFFS. The work will involve:
- analysing the position and function of the SFFS in the policy and funding lancscape
- identifying the measures of the SFFS to which economic outcomes are likely to accrue
- brigading these measures by type
- analysing the intervention logic of the measures and their linkage to the targeted SFFS outcomes.
- limited consulation with Defra policy managers and stakeholders
- developing and costing a pragmatic research approach to capture economic outcomes of SFFS measures and those attributable to the Strategy
- verifying the feasibility of the research proposals through testing of information availability.

The study will be carried out by a team with combined expertise in:
- economic impact evaluation methodologies and research practice
- agriculture and food chain policy and practice
- the integration of environmental sustainability in public pollicy and practice.

The study will advance Defra's underatanding of the interaction of the SFFS with the policies and measures through whic the Strategy is delivered. It will clarify the feasibility of evaluation the economic outcomes of the measures associated with and attributable to SFFS. It will inform Defra on likely cost and utility of a full evaluation.
Objective
By the end of 2010, to clarify the pathways through which the SFFS will yield economic benefits and to pave the way for a full evaluation through:
- analysis of the position and function of the SFFS in the policy and funding landscape
- analysis of the intervention logic of the SFFS measures, their outcomes and linkage to the targeted SFFS strategic outcomes
- limited consulation with Defra policy managers and stakeholders
- development and scaling of a research methodology to capture the economic outcomes of SFFS measures and teir attribution to the strategy.
- verification of the feasibility of the research proposals through testing of information availability.
