The Effect of Resource Efficiency on Employment & Competitiveness - EV0442

Resource efficiency by businesses has the potential to contribute substantially towards government targets to reduce CO2 emissions. According to a study undertaken for Defra in 2007 UK businesses could save around £6.4billion per year from no cost / low cost resource efficiency activities. This figure has been revised up to £23billion in a study published in 2011, which takes into account new data on the savings potential of activities such as lean manufacturing.

In a time of economic difficulty, resource efficiency by businesses is seen as an opportunity to achieve environmental benefits while also strengthening business resilience and decreasing costs. Government is keen to promote this however needs to better understand how resource efficiency measures implemented by businesses will impact on wider economic indicators, such as employment and competitiveness.

This study seeks to develop an economic model that will allow the effects of resource efficiency on employment and competitiveness to be analysed, both on a sector and whole-economy basis. It will then test this model on 2 sectors to determine the level of data required and available for such analysis, and to understand the limitations of modelling complex effects such as employment and competitiveness.

This study was undertaken by Risk & Policy Analysts Ltd in conjunction with Cambridge Econometrics, through a Framework Agreement.
