Scoping the Development of an Industry-Wide Health and Safety Initiative - WR0607

Description
In spite of many initiatives to improve health and safety across the waste and resources sector, and many examples of good practice, the industry continues to suffer from one of the highest accident and fatality rates.

Defra provided funding for this scoping study, as the first step in a major health and safety initiative led by the Chartered Institutuion of Wastes Management (CIWM)in partnership with a stakeholder steering committee.

The aim of the scoping study is to provide an overview of current awareness levels and competence, explore a range of approaches and gauge their success, and identify gaps and weaknesses. The results will inform the development of a Health & Safety Initiative to be taken forward by the CIWM and other key industry stakeholders.
Objective
The overall aims of the health and safety initiative are to:

• Raise health and safety awareness across the Sector.
• Promote debate on health and safety management improvements in organisations.
• Question what is in place within the individual organisations.
• Identify gaps.
• Promote individual and organisational responsibility.
• Challenge understanding and awareness of individuals and their responsibility.
• Change behaviour.
• Improve health and safety performance.

The specific objectives of the scoping study are to:
• Establish what health and safety awareness, competence and behaviours currently exists within the Sector.
• Identify the gaps and how they might be filled.
• Recommend on process and budget for delivery of the health and safety initiative.
