Assess the impact of the new EU chemicals strategy (REACH) on specific products and develop a model - CB01051

A partial regulatory impact assessment has been prepared to assess the costs and benefits for the UK of the EU’s proposed REACH regulation (Registration, Evaluation and Authorisation of Chemicals). The partial regulatory impact assessment includes some case study summaries of the impact of REACH on a few downstream users of substances. However, given uncertainties about the indirect impact of REACH, a further, complementary and more detailed study is proposed, which is required to identify the costs and benefits of REACH along whole supply chains for particular products. The objective is then to use this information to come to an estimate of the range of indirect costs of REACH. This detailed study will involve two related tasks:

- gathering information and studying the implications (both costs and benefits) of REACH for the use of chemicals in particular products along the supply chain, from manufacturer to formulator and downstream user/retailer; and
on the basis of information from (i), devising an economic model to show the impact of REACH on downstream users of substances. Because a long period of negotiations is now underway that is likely to result in changes to the REACH regulations, the model should be adjustable to handle different assumptions about the implications of changes in the REACH proposal for particular products and applications, and as far as possible be used to indicate implications for other downstream sectors.
