Emission inventories are important tools in the policy development process and for demonstrating compliance with international agreements. It is vital that the UK’s National Atmospheric Emissions Inventory (NAEI) and other inventories that link to it are as true as possible.

This project aims to characterise and minimise the uncertainty in the emission factors used in the NAEI. The uncertainty of each of the sector emission estimates making up the NAEI is assessed annually; this project then explores where further improvements to the accuracy of the inventory as a whole can best be made. Depending on the nature of the uncertainty in the emission estimate, work is undertaken to critically evaluate the emission factors used. Literature reviews, surveys of industrial representatives, direct source measurement and other means are used to develop factors more representative of the UK situation.

Reports for each of the sub-tasks are available from the Defra research report web site
